A massive European loan for 2026-2027

The European Parliament has approved a package of measures allowing a loan of 90 billion euros to Ukraine for 2026 and 2027. 

The objective displayed : cover financing needs deemed urgent while the war continues. 

Next step: formal adoption next to the Advice for initiating disbursements. 

30 billion for the state, 60 billion for defense

The announced distribution is clear: 30 billion for macro-financial assistance and budgetary support, in order to help the functioning of the state. 

The remaining 60 billion must strengthen defense capabilities and facilitate the acquisition of military equipment, with priority given to military equipment. to Ukrainian and European suppliers. 

The framework also provides for conditions linked to reforms and the fight against corruption. 

Refund “conditional” : the idea of war reparations

The system is based on a particular logic: Ukraine would repay the majority of the loan when it receives war reparations from Russia. 

The financing is backed by à a common EU loan on the markets, guaranteed by the European budget. 

The institutions are talking about a first payment expected at the start of the second quarter of 2026 (to be confirmed following final validation).
